I apologize in advance if this is too long of a post; I figured I would give you the details of what I have already done.

A few weeks ago, my PC was having issues with booting; it would start to boot, fail, reattempt a boot, fail, etc, in an endless loop until I switched it off. I thought it was the PSU, but after switching PSU's, the issue still occurred, so I tried unplugging parts until all that remained was the motherboard, CPU, PSU and a stick of RAM, and it still gave problems, so I figured it was the mobo and RMA'd it.

I got the new mobo yesterday (same model as previous one), and I am still having issues. Now, when I boot my computer, it will either boot up to Windows but freeze within a few minutes; doesn't POST; or will do the previous issue (repeatedly attempt to boot but fail).

I'm at a loss of what it could be at this point and would appreciate any help or advice.

Here are my specs:
OS: Windows 10 64 bit
Mobo: ASROCK z97 pro4
CPU: Intel i5-4570
RAM: 2x4 GB DDR3 2133
GFX: EVGA GeForce GTX 980
PSU: CX 750W
Bootdrive: Samsung 120GB SSD'

Thank you in advance for your help!

Could also be windows, if you haven't clean installed the OS then you may want to do so (assuming the cmos thing doesn't pan out), though it would be odd if the bios was the issue as it is a new board (unless you put some odd settings in since you got the new moba) but it can't hurt to try a bios reset so see if it works before trying other things
