help with a 400$ build

Ok, so my mate wanted to buy to get a ps4 but i convinced him to buy a pc. what's the best possible console killing build you could toss up for 400$, i'm no expert in these ultra budget builds. OS not needed

Go used.. should be able to snag an older i5, ssd, and something like a 7970. Watch scrapyard wars.. Though obviously your not in as much of a rush.

not many used parts where i live. most of them are old gpu's like gt series and 5xxx series from amd.

As said before, you might be better going off used parts.

He's in europe guys, gotta factor in higher prices/ included taxes... $400 in eu isn't going to get you much new... Used is your best option.

EDIT: Could also replace the 750 Tis in both builds with a 950 and keep a similarish price. I'm not sure how large or small the performance difference is though.
