so i want to include a 1600x900 monitor as well. meant for highest end gaming at a $400 level

im thinking maybe that super overclocking pentium g523 or something like that. could that still run things like GTA 5 and such?

1600x900... *cringes*

 

GTA V is one of those games that can run on anything, but needs a lot of power to run well

You might not be able to get a high end experience from a $400 build, but you should be able to get a pretty decent one. You were on the right track with that build. here is a build from llevene that I would recommend and is very overclockable:
