steam issue's

If you can read what the photo said it said download scheduled for 4:03. My issue is it will games and software from steam will download for about a min then stop then repeat when the scheduled update starts then repeats. I can figure out why. I changed my download sever and set Now limit on the data network but it keeps crashing/stoping. Also my PC it connected via Wi-Fi.

Won't this delete unfinished downloads ?
