screen flickers after occ

my rig is x99g1gaming wifi 5930k zotac 980ti amp 16gb viper ram at 2666hz 1tb of hdd corsair h110gtx psu cooler master v1000 with a 40inch Samsung 4ktv 3840x2160.60P.I recently try to overclock the gpu but encountered several problems it seems that the gpu is occ by it self at 1250ghz  when i run the bench mark my tv flickers like crazy when i check firestorm the occ program it says the gpu is at 1250 ghz but the profile is on default at 1050ghz.also games now flicker on a minimized screen i tested the witcher 3 and the gpu is boosting at 1250ghz around that.it seems stable at full screen but when i minimized it it flickers.i also have a resolution problem when ever i put a higher resolution the 4k tv seems to zoom in i deleted valley bench mark everytime i open valley bench mark it seems to have the wrong resolution and all it does is zoom in when ever i change a resolution.i updated my gpu drivers but thinking of reseting  the gpu driver and reinstalling it too.

You should remove all OC software and run DDU to remove your driver and then reinstall.

If the card isn't stable at stock clocks then that's a warranty issue.

I  notice this problem when i was playing bf3 my tv started to go black and then it would be fine for like 3 seconds no driver update was installed i also went to frys to buy a new cable hdmi 2.0 my tv is a samsung 4k tv i have my old tv i am going go use and run heaven bench mark but that tv is 1080p it might be a problem with the refresh rate i also get the no sighnal mode not supported messege from tv
