I have made a video showing what happens, my temps are fine under load, but while opening simple things it spikes, Here is the video, Please watch in 1080P.

 

And i have just replaced the thermal paste..

try the good ol' reseating the CPU cooler and reapplying the thermal compound yet again. If that doesn't work you may want to try using a different stress test program like asus realbench and see if you still get temp spikes.

The only issue i see here is that the CPU is consistently sitting on 4.4 GHz.

Have you over clocked it?

No i put it on performance in windows 10 power settings.

55c isn't even near the threshold you need to start being worried about your cpu over heating. Does it over heat when you stress test it if not then your all good and no need to worry.

Then it's running constantly at max turbo boost speed on one of the cores likely the one that is spiking if there is only one.

It does it with it on balanced too.  it does not matter what i change or do, it still spikes.

Don't bother telling him. He's made over 10 threads about his CPU temps by now and everyone tells him the same thing.

Nope pretty sure the haswell chips don't throttle till your close to 90c.

If it is only one of the cores then it is the turbo boost (since you already remounted and the temp isn't that high), high performance just keeps the clock speed a max all the time making the machine idle at higher temps.

No since it isn't throttling you have no issues, when cpu use spikes temps do to for an instant then they level off

I still monitor just because but there is no need so long as temps stay below 80C for daily use and don't go above 85 if being stress tested, you can shoot for lower temps if you want but if the temps stay below those figures it really doesn't matter.
