You might want to increase the power limit. Or tone down the core clock. What are you using to OC your card?

I think the voltage controls the stability of the GPU itself, and that the core clock can present artifacting if turned too high.
I think you should dial back the overclock a bit.

1100/1325 with stock voltage. Just enough to essentially be a stock 290X.

Power limit is at +50% btw.

I'm only at 1100, people take the chip to 1150 or 1200 a lot of times.
