GTX 950M Issue !!help!!

Hey man can you help me I saw you are very good at computers and maybe you will help me to determinate my problem if is software or hardware. I have a 1 moth laptop that use gtx 950m and for some reason while gaming the gpu sometimes go idle for half a second and make my fps for half a second to be 0 (half a second freeze image) I looked on msi afterburrner in in that half a second period my gpu utilization is 0 core clock from 1124 go down to 135 and memory clock from 900 to 400mhzemoticon frown I do no what to do emoticon frown I heave last updates fresh windows 8,1 

Shoud I return the laptop ?

Try reinstalling your Nvidia drivers.

I did all ot of time I put the latest after one from the asus cd after beta and again and again :( no luck :( Sorry for bad english . Every time if I update I use DDU to uninstall the previous.. I run on ac, I put maximum performace , single display, prefer maximum performance no luck my laptop if you can see is no running hot is on a cooling pad and 69 max for the gpu is no much speaking for a laptop
