Umm technically yes but it will be unbalanced, so you would likely have to get 200ish dollar gpu, so it depends on what you plan to do whether that will be worth it or not.

In a year a lot can happen. There might be a better option in a year from now to get. For example Broadwell-E CPUs, Pascal/Arctic Islands GPUs etc.
