Building Website with database

I'd like to build a website that host a fairly simple database.

 

The main purpose of the website will be a quick way to edit and change a roster of people.

 

My question is does anyone have any good learning resources on building a database like this and using a website to portal to it?

Please spend as much time writing your question, as you want me to spend responding to it.  Take some time, and explain your issue, please!

w3schools has lots of tutorials.
