Here lately I've been getting on my computer and everything was running perfectly fine until the other day when i got on and it started doing power surges. It would come on then shut off and repeat that over and over. Somehow or another when taking it apart and putting it back together now it will come on and shut off once, then stays on afterwards with no video signal detected on screen. I have tried the usual switching out the hdmi cable, taking the card out and trying just the onboard graphics and also a spare gpu, all with the same results. No signal detected by monitor.

Dead GPU? try running off your iGPU which is off your motherboard. If that works it should be your GPU problems.
