Cool :) Java is a good language to learn, can also get into Android development later on.

Is

decimal Decimal = sqrt(2);

slower in C++ than C?

No idea to be honest, depends on what the sqrt function does behind the scenes - my guess is they're the same speed

I wanted to start to learn code and was wondering a couple of things, firstly , which language I should start to learn and secondly, what the best way to do that is

C# and Java are the most widely utilized in industry.

C# is easy to learn and there are plenty of online resources.
