The system properties is only showing what the CPU is stock. It doesn't have any link to the actual speed and on CPUZ its showing you the current OC which is 2962Mhz

The stock freq of a Q9550 is 2.83 GHz. What's the 2.66 GHz for? My previous C2D that I OC'ed showed the OC'ed freq in the second freq in the Properties page

dont ever use windows system oveview / taskmanager to check anything, its almost everytime completely wrong. thats why programs like cpu-z exist in first place.

 

mines doing the same, thats normal and nothing to worry about.

On searching google, i have seen so many people most of them are on windows 7 has this problem maybe its a win7 issue im not sure though but dont worry, you are getting your OC performance, just use software like CPUZ for clocks monitoring.

Thanks! That's a relief. Also, I noticed that if I overclock high enough, my system would just get artifacts all over the place. Can you guys explain why? Voltages are at auto.

never ever use auto on vcore unless you want to fry your cpu. but the artifacts are propably because youre overclocking your FSB which also overclocks your graphicscard/iGPU with an increased multiplier

No option to change the Vcore. Just says Ignore and the current voltage that it's on.

If you want to go higher than u need voltage controller in your bios setting otherwise your OC will be unstable. I have the lower version of CPU than yours its Intel® Core™2 Quad Processor Q9400 (6M Cache, 2.66 GHz, 1333 MHz FSB) and im running it on 3.4Ghz stable by slightly increasing voltages via BIOS and also im using aftermarket CPU cooler because for OC'ing Stock cooler is a bad choice.
