Question about CrossFire/SLI

When let's say, you have 2 GPUs put together, and a total of 50% is being used (out of the two graphics cards),

 

Would the 1st GPU have 100% usage and the 2nd GPU have 0% usage

 

OR

 

would they both have 50% usage? Thanks.
