Its around RM4500(Ringgit Malaysia) / $1000. Using it for games like d2 and csgo. I will upgrade windows 7 to 10 after the installation of windows7.

That might only be a temporary licence for a year, otherwise windows 10 seems to have a lot of issues 

otherwise you should go with an i5 4460 if it's a lot cheaper, sky lake doesn't give much more than haswell, 5% IPC bump and USB 3.1 mainly

and in addition just buy whatever monitor is 1080p IPS and cheap, unless you have the budget for a 144hz TN display for CS:GO

Problem is the retailer im buying from only sells skylake. And the price of 6400 is cheaper than 4460.Is upgrading to windows 10 from 7 only a trial for a year?

It´s really conflicting information from everywhere. I´d recommend just getting Win 10 straight than just doing the upgrade.
