Random frame drops in some games

in almost all games I will have a locked 60 fps and all of a sudden it will drop to 30 or even 10 frames per second and immediately returning to sixty causing my game to stutter. This happens about every 10 minutes in metal gear solid v on high setting 1080p.

 

Is this because of the sky lake bug I've been hearing about or is it something else.

 

I have looked in task manager as well and sometimes my disk usage spikes to 100% while everything else is at 40% and 70%
