more flash drive issues

so this is kinda a repost and the reason is that this thread was incorrect: all of it....

i tried using ccleaner, reformatting it and neither deleted my windows in stall as on my 128 gb drive (even wiping the whole drive) it only recognizes 114gb in disk management and 99gb in CCleaner

 

can anyone help me just literally erase every little thing on my flashdrive
