Can I turn down the fans using this? It looks like a fan hub for me? With a fan controller can I turn down the speed of the fans?

control it manually

 

I've used both, both work fine. there's a cheap nzxt one (sliding controls fits in a 5.25 bay, avoid that it makes a lot of electrical noise)
