Does streaming apps affect/use GPU load?

As far as I know, XSplit needs a CPU with PassMark bench score of 6000 or higher to produce quality 1080p 30fps.  I'm going for a 4460 + R7 370 build, does XSplit use or affect GPU load considering R7 370 ain't that high for a 1080p30fps card?

unless you force GPU encoding it will run off the CPU
