if i change the CPU but not the mobo, do i have to clean install the OS?

i really have no idea, never did this before

Yep. If it says Windows is no longer activated, just re-enter the key through Settings.

Safe from what exactly? What could go so wrong that would make re-installing Windows convenient in any way? All he would do is just start over for no reason at all.

This is not the "it's always safe to backup" thing, he will actually be losing everything if he wants to be "safe" like you suggest.

 

To OP, no it's fine. It might ask for a serial, but well if you clean installed it would do the same. You might need to re-install your chipset drivers in some rare cases, but not likely.

Personally done it many times. Ignore those saying to reinstall or whatever, it's absolutely fine. Never been asked for key except on servers either.

Sometimes when changing motherboard Windows decides that you need to reenter the key again or uninstall some drivers that can cause conflicts with new ones, but swapping CPU is just plug&play.
