So I have never built a PC before.  Nor have I had a gaming one...I don't have too much money but I'd like it to run well with best possible performance under about $1600(the lower the price the better).  I was looking at this http://pcpartpicker.com/p/MZbkVn but I'm really open to anything.  Personally I'd prefer Intel and NVIDIA but if there is an amazing deal then I could overlook that factor.

I would change the PSU as well.  Also, why only one stick of RAM?  I would do 2x 4GB for dual channel, or just go straight for 16 GB now (2x 8 GB) if you're ever planning to have that much

they are generally cheaper for the same performance (unless you're talking 980ti)

If you are in the $200-$300 range for your GPU, the R9 380/390 is a much better bang for your buck.

roughly the deal between nvidia and amd is this:

 

- amd is better performance per dollar, at a slightly higher energy cost, and a less "satisfying" driver experience

- nvidia costs a bit more up front, has A LOT more driver features (which you may or may not use, i use most of them, most people use none), and if your local energy cost is crazy high like mine you may be better getting an nvidia card.

Oh, I wouldn't recommend anything else - stick with nvidia (long story).  Just saying you can find cheaper GPUs with the same performance on the red side of the fence :)

quick talk about the changes:

- asus GPUs are optimized for silent operation, mostly for people that dont push their cards to the limit anyways, msi is a better all-rounder

- dropped in MSI krait or MSI pc mate boards depending on k or non-k cpu, these seem to be the cheapest decent solutions across all generations, i have no explanation for this except they are just decent boards without unnecessary fialr.

- corsair vengeance LPX, you'll thank me for those when you realise you forgot to install your ram and they're low profile enough for you to install them with the tower cooler mounted

- on topic of the tower cooler: its WAY overkill for the non-k part, but in that way also be dead silent.

- if you need wifi in your desktop, ALWAYS get a card with an antenna on a wire, your pc case is basicly a farraday cage.

- i dont touch peripherals, they're 100% personal choice. (i know people who swear loyal to OEM mice)

they overclock.

 

well.. whith skylake thats not really true anymore, with skylake they just "overclock better" since overclocking non-k parts just got a whole lot easier. (get a K if you want to play with the dials to get it nice and fast tho)
