did you make the bootable USB yourself? if you did there could be a chance that the files in the the USB are corrupt. ive always clean installed windows vista, 7, and 8 on a homemade DVD disk and never ran into those problems. perhaps you can try that. download an ISO file of the OS you want to reinstall, in this case Win 7 (insert version here) then burn it to a DVD disk then plop it into your PC and do all the good stuff.

i did that with 2 different iso of win 7 home premium, but for some reason nothing is working,
