Very weird results!

I overclocked my Radeon 7950 a bit, I wanted to see some results but it massively decreased! 

HOW IS THIS POSSIBLE?!

What are your temps?

(your GPU might be trottilng)

Could be underclocking itself to keep from overheating. Check your temps while you are doing it.

There's a possibility that another program interfered with the results (ie. BOINC).

Picture didn't show up earlier.

 

When you bump VRAM speed too high you lose performance. GDDR5 can sort of resend data if it fails, which causes a big slow down. Drop that mem clock and see what happens.

Not all cards are built the same, although that low clock is strange.
