Found the good old trusty screen voiceover tutorial guy:

 

You can use disk utility or terminal to do this but he uses Bootcamp assistant.

Bootcamp assistant is used to run windows on mac but if you do what he tells you in the video you can create a normal bootable windows install USB

 

When I try to do it, it says that it boot camp only supports windows 8 or later installation, but the iso file is 8.1...

Then you'll have to use disk utility.

I did this with terminal and it worked out great.

Are you doing the "Create windows 7 or later install disk" option being done in that tutorial?

 

Here is written tutorial with bootcamp assistant.

If you CAN see the "Create windows 7 or later install disk" then skip to step 8

They are two different products so no, if you have a windows 10 ISO then you need a windows 10 key. But if you have a windows 8.1 ISO you can use your 8/8.1 key and update to windows 10.

 

Pro-tip: make sure you get a 64-bit ISO (I accidentally installed 32-bit windows once)

I you search, there was an official windows Bootable USB software that let you put bootable windows on any USB stick with only a few clicks. check that out.
