Depends on the board, some have proprietary PSUs, others can just use a standard ATX.

think you can use the same power supplies as in normal computers, but I can't say that's the case for 100% of server motherboards since there are so many. It really depends on the motherboard you have, but I would say that generally, yes, you could.

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.

Theres a pretty easy way to find out if you own it or have a picture. Just look for the 24pin and 4 pin connectors on the board. If they arn't there and some other alien looking connector is visible instead, then you probably need a different PSU.

Does a server motherboard need a special power supply or can i just buy any?

If its a standard form factor like ATX or similar then it would most likely use a standard connector but if its a proprietary form factor like a Dell, HP or similar then who knows.

For this board, it will work in normal EATX chassis with normal ATX12V power supply. Beware it requires 24+8+4 power plugs though, so you will need a more powerful power supply.

so you know that board runs quad channel memory and registered fully-buffered DIMM (FBD) DDR2 533/667 Mhz (only 1066-, or 1333-MHz ddr means double) memory (stacked or unstacked) and those pci e slots are PCI Express* x8 port

 

edit:if you would still like a cheap 8 core cpu look up w3550 leenovo thinkstation s20 on ebay there quadcores with hyper threading and there overall scores are between a g3258 oced to 4.2~4.5ghz and a i5 4460 it's a tripple channel board and you will get either 6gb or 12gb minimum and it has a x16 slot also it's a lga 1366 board the first i7 socket
