Pointer "working in background" always on

So Yesterday I was cleaning my PC and then after a while I noticed my mouse was becoming annoying "every click had a working in background hourglass next to it.

 

So was wondering what has happened here and how do I fix it?

 

Tried some basic stuff like resetting the pointer back to default, changing chrome setting's ect.

 

OS: Windows 10 64bit

 

EDIT: Had been deleting files in %appdata%, local, locallow along with CCleaner. (most of the files were game related).

I don't know the issue too well, but here is something that might help.

Sorry, I'm out of ideas. See if anything is hanging in Task Manager, or the resource monitor.

maybe try to reset to a recent restore point within Windows 10.

Fixed it, had to reinstall windows
