Time BIOS Locked?

My PC time is a few seconds off, simply because I had to change it in BIOS as otherwise windows wouldn't configure it, even when set to automatically retrieve time for GMT+0 - it would just stay at what the motherboard had set, even if that was a few days in the future. So I changed it.

However, time is a few seconds off. This is especially annoying in Skype, where my newly sent messages appear above the other person's last message. I have sent the message later, but it appears earlier in the Skype chat and stands before other messages. How can I unlock the time or do some magic and fix it? Thanks :)
