S I could buy an Asus P8Z77-v LK from someone on ebay with outstanding reviews and rating,with the board not even being used, for $65. Plus it will have expedited shipping. Or should I buy the same board new from Newegg for $110, with 3 day shipping?

If it comes with the original warranty and its been bought recently (so it still has a full warrenty) then sure, you are protected under the ebay rules anyway if its a dud.
