Intel Xeon E3-1231 V3 3.4GHz Quad-Core Processo Is that a good processor or could I get something better? Money is no object but 1200$ NZD is max

Yes this is an often recommended Xeon in the gaming community due to its excellent price to performance ration in games. It performs (at least in games) a little bit better than a 4770 and hassupport for ECC RAM.

Based on what you want to do with the server, you may find older, usually second hand server-grade gear cheaper. I am not saying that the E3-1231v3 isn't a good chip, it is, and I am using it too in my hackintosh, just it being a new platform may cost you too much for your job.
