Technically if you buy a copy of the OS, you should be ok. While its intended to be used with an apple product, I believe you have the right to do whatever once you buy it.

 

Since you can get free upgrades with each version, many people download the new version off the app store, then make a bootable usb out of that. Not sure if that is legal, as you have used the update files to install onto a PC that you didn't explicitly buy for.

I'm not sure you can actually buy/download the OS as a seperate entity. Downloading it off of the app store would require access to a mac though :)
But I'm sure there are other ways to acquire a copy of the OS.

Your best bet is probably to ask a friend to borrow his/her mac for a few hours until you figured out how to install it :P

OS X is free, you don't buy it anymore (not since Mountain Lion I think).
