hello. i have a question. i am getting a new GPU soon and was just wondering. is a 450 watt PSU enough for MSI radeon HD 6870 Hawk?

I would go with atleast 650, be safe, use protection.

it only uses a MAX of 225w assuming it maxes out all the cables and the pcie slot which doesnt happen

It highly depends on what 450W we're talking about. A decent 450W is more than enough, but a generic 450W will be asking for trouble.

Card itself takes about 160W, the whole system should take about 250-300.

Yup, just saying that worst case scenario assuming it stays within spec its 225 but as usual (unless you have a 295x2) plenty of headroom with the connectors.
