Fan controller help

Hey all, my noctua's are running loudly so I'm trying to fix my fan controller setup. I'm using this http://www.amazon.com/Kingwin-Channel-Multi-Fan-Controller-FPX-001/dp/B00DP9WRZY/ref=sr_1_4?s=pc&ie=UTF8&qid=1451825949&sr=1-4&keywords=kingwin+fan but I'm pretty sure the electric current is unstable. The Noctua's when cranked down a bunch will run, and then they will randomly stop. Again, pretty sure bad power delivery is to blame

 

Anyways, what would you guys recommend? I was thinking of getting a hub, and then plugging the hub into another manual fan controller and run those all at very low RPM's. Big bonus points if it is on amazon/has prime :)

Hm, very impressed with the noctuas. Did some messing with the splitters and these things are insane. All fans have both the low noise and high noise adapters attached, and if that wasn't insane enough, the voltage is heavily lowered with a manual fan controller. Wow. The quality is stupendous :D
