Xbox live GTA 4?

So my brother got a xbox 360 and gta 5 from the pawn shop, gta 5 has a scratch on the disc that makes it unplayable. We are going back there to return it to buy gta 4 but I have a quick question. My brother doesnt have xbox live so can he still play it and just roam around? Thanks in advance for any help.
