CPU clockspeed

Look in you're bios if you have something called speedstep turn it on.

This, but the AMD version is called cool'n'quiet so that's what you're looking for. I know on ASUS boards it's under the advanced tab then CPU configuration, and on Gigabyte it's in frequency settings -> advanced CPU settings. ASrock have it in the advanced tab under CPU settings. IDK for MSI.

 

It might also help to make sure your windows power profile isnt on high performance.

 

Also what program are you monitoring frequency with?

I have an AMD fx-8350 running at stock clock speed (4ghz). I have noticed that the processor speed is always at 4ghz regardless of the load. Should the clock speed change depending on cpu load or should it remain constant?

The clock speeds and voltages should clock down whenever it is idle O.o
