internet & steam problems

Hi everyone. currently having a problem where im met with a lot of "dns probe finished no internet" error messages before i can eventually access any website, Im constantly having a lot of difficulty connecting to my router to the point where even typing in the correct password gets met with "incorrect details", it eventually connects but it keeps dropping out. another issue im having is when im trying to download anything through steam, it will jump up to 100-200KBps and then slowly drop down to only a couple of Bytes before jumping up again, here's an example I really am at a loss here and have no idea what to do, any help will be appreciated

no loss of signal strength and only occurs on my surface pro 4, wired not possible, don't have any cat5 to hand where i am

downloading to an external hard drive through my SP4, and thanks for the suggestion, ill give that a try, would still like to get this issue fixed though

that would make sense for the issue im having in steam but ive already tried switching locations and im still having other issues with my internet connection so im not sure
