Tha is quite high for a cpu that is on idle. It may be the thermal paste. You might have put too little

 

 

If that is idle, re-seat the cooler with new thermal paste that is way too not.

if you have the money, go with a cooler master hyper 212 evo.

 

If not buy some thermal paste if it is a stock cooler.

You could replace the stock thermal paste, but it will definitely not be as effecxtive as getting a new cooler. Try reseating the cooler first, and making sure the termal paste makes a nice seal between your cpu and cooler.

Well with those temps it's for sure a bad mount you can get some new thermal paste to try and remount, make sure the 4 push pins and turned in the correct direction for installation. As others have said though it will not cool as well as an aftermarket cooler though.
