Windows 10 stuck booting

My friend couldn't get his Xbox app to join a party, so he followed Microsoft's advice by uninstalling teredo tunneling pseudo-interface in device manager, and restarted his computer. Now it is stuck booting up. Is there a way to fix this?

Can it boot in safe mode?

Never mind he fixed it sorry for wasting your time. It just booted up normally for no reason.
