Windows 10 permissions problem

All the apps in my taskbar have disappeared, and when I open an app on the desktop, it says 'the item referred to by this shortcut cannot be accessed. You may not have the appropriate permissions.' Also, when I click the Windows button, nothing happens.

open an elevated command prompt.

takeown /f C:\ /r /y

 

should resolve any permissions issues if thats actually your problem

That just gives me 'ERROR: Invalid argument/option - '/Y'.'

I tried 'takeown /f C:\ /r y' and said 'ERROR: The current logged on user does not have ownership privileges on the file (or folder) "C:\".'

I tried it again and can now access most of my apps, but the taskbar us still missing and the desktop keeps refreshing itself.

I used to be on Windows 7 but upgraded to Windows 10. However, Windows 10 used to work fine before this suddenly happened.
