Best budget cpu at the moment?

The cpu is not for me but for a friend

it will run them fine, especially at 4.2 Ghz + overclock

That all depends on the task at hand and your budget. For rendering the 860K and the FX 6300 at good options but for gaming the 860K for the low end of the budget cpu's or the i3 6100 for the upper end which out performs all of the cpu's I've mentioned when it comes to gaming.

FX 6300 unless playing strictly MMORPGS like GW2 or WOW. In which case you should roll with a Intel Core i3
