Is there a way to make it so your CPU always runs at the highest possible speed? My i7 3770k goes up to 4.2ghz but I often find it fluctuating while Gaming (and causing lag on older games).

Disable Intel Speedstep in the bios.

If you notice the CPU frequency fluctuate while gaming and lag that correlates with the frequency change, then sure. If not then there isn't much reason to change it.

i noticed fps drops but speccy didnt  show the frequency drop so ;p

You could just set your Windows power profile to High Performance, that should prevent it dropping below max speed.

set cpu frequency to fixed..

it may be called something different in your bios tho
