Current Clock is always at default clock

hey guys i just noticed in nvidia inspector that my Current clock is always at 1019Mhz and my Memory at 3005Mhz which is the default. but isnt it that the current clock should be lower than that? idk its just months ago when im just browsing in the internet or if im not gaming it should be always at 300mhz or something and my temp is at 35-39 C but know its at the default clock and my temps are higher than before like 55-59 C. im just asking is this normal?
