GPU Low Utilization (R9 290)

Hi !

 

so my gpu has some problems lately and when i play games i get a lot of problems and in games like tf2 and stuff it ain't a problem since even with on board graphics you can run that shit so i've played witcher 3 fine at 70 fps with the same rig but 6 months after(now) i get 20 fps and my gpu never gets 100 % utilization (20-60%) and Mhz from 700 to 800 and i have it overclocked to 1 Ghz so something not right here.

 

my temps are all good with my gpu running at a ultra low 73 Celsius which is very low because it gets to 92 celsius when running fine.

my cpu utilization is pretty high with witcher 3 (90%) and i don't have any problems with that at the moment.

 

but its not only witcher 3 also fallout 4 has the same problems (CPU at 40% FO4) i've not tested more games but other games seem to run fine to less effective.

 

what happened in the change: Windows 10 upgrade, new crimson driver, New monitor but not that big of a increase (from 1080p to 2560x1080p (and a issue with freesync but probably has to do with the dp cable)

 

i've checked the the power management which is fine the power limit is increased a bit and hopefully you guys can help me out here.

 

UPDATE 1 : The Graphic Preset doesn't make a difference so low i get 20 fps and ultra i get 20fps
