well you are getting 1.312v under load so that is a bit much for a stock cpu lol... i guess for a 240m its too high.. set vcore to  1.2v in bios and then see what temps you are getting under load :)

well first thing i would do is make sure its mounted securley (just try to move it and if it moves around then remount it tighter). and as for thermal paste, a small amount in the middle works fine : here is a decent application that should work fine

also when the pc is on check to see if the pump is working : touch the tubing and you should be able to feel the water moving :)
