GPU & Precision X 16

So I have this problem, that i dont know if it is actually a problem. But when i open Precision X 16, my GPU will go up to 60C, and then slowly decrease. What bothers me is why it would be doing that, and also how  loud my GPU's fans are ( I have the EVGA GeForce 970). Should my GPU be getting that hot from opening it?

One more question, can someone help me the settings of it.

It looks like the fan curve is set pretty high. No reason for the fans to be at 50% when the GPU's at 29c. Set a custom fan curve
