Is upgrading from an i3-4170 to an i5-4590 (with an r9 380 powercolor 4gb as GPU) gonna make a huge difference in Graphic Design, Game FPS, and more? If so how big of a difference. Thank You!

Your performance wont really change much since your workload is based around graphics. Since your not getting a better graphics card, there wont be much of a difference. At best I would guess about a 5-10% FPS increase at the most, simply because your going from a dual-core to a quad-core.

i just upgraded my pc for the first time. 

i had: amd a10 6800k, gtx 970.

now i have: i5 4690k(stock), gtx 970.

 

gaming: before i played bf4(1080p) on low settings because my cpu sucked so much, it couldnt handle it and temperatures were thru the roof.

now with i5, system runs very quiet while bf4 max settings 60+ fps easily all the time, no stuttering, cpu max temp: 59 celsius, gpu max temp: 66 celsius.

 

i bet there will be a huge difference on your pc when you upgrade

For your situation, I could see the problem, but since OP is essentially just changing from a dual-core to a quad-core and not changing architectures or anything like that, there will not be too much of a difference.

 

As for your overheating/noise issues, AMD CPUs are not exactly great and are terrible with temps, so your temps were going crazy and your fans had to crank up. Now that your temps are down your fans aren't going crazy anymore.

i wonder should i oc now or later? i have all the performance i ever wanted right now, so is there any point? maybe after a year or two when games get more demanding, then i should overclock? or does it matter so much on the lifespan of my cpu?

For gaming, overclocking the CPU won't help hardly at all. Overclocking the GPU is where you will start to notice slight increases. As far as the lifespan of your CPU, as long as you can keep it cooled properly, it won;t affect the lifespan too much, but it also depends on if you plan on upgrading in 2-3 years or if you plan on keeping the same build for like 5-10years or something. If you don't plan on upgrading within the next couple years or so, I definitely wouldn't overclock just so you don't have to worry about lifespan issues.

if do upgrade my GPU where is a good place to sell my r9 380? because I obviously dont want it just laying around.

EDIT: unless I get crossfire with another r9 380 but that doesnt seem the best and I would have to get a new PSU, Case, and MoBo.
