With a GoPro you will have a hard time getting any good quality in very low light.  Even with bright UV lights. But if you use a DSLR that has been converted to take UV photos, with enough UV light you should be able take some decent video.

You can't fix exposure in video after the fact. If it's not done right in camera, you are out of luck. Especially with go pro footage.
