So I've started to play a lot more of Arma 3 and it seems the only thing that is holding me back is my CPU. I currently have i7-960 3.20GHz on a MSI MS-7522. I have a single fan watercooling unit on it and I've been debating on overclocking it or just purchasing a i7-4790K and an Asus Z97-A. Should i just over clock and save my money or upgrade and over clock that as well.

You can't overclock a non K or a non X Intel cpu so if you want overclocking upgrade is needed.

Time to upgrade. Might as well go for the 6700k with a z170 ddr3 mobo. So that way you dont have to buy more ram if not needed.

But, Skylake uses DDR3L, it runs at a lower voltage so may be unstable with normal DDR3 RAM.

All four of them are rated for normal ddr3 use.

MOST socket 1151 boards that aren't DDR4 are DDR3L.

The manufacturers say that they are compatible with both ddr3 and ddr3l.

With the asus boards not even listing any compatible ddr3l ram and a large array of ddr3 ram(4 pages of it).
