And what is with the x4 860k? If i would overclock that one would it beat the i3?

i3 > x4 860k. Even though the 860k has 4 cores the i3 have superior IPC and therefore would perform better plus the hyperthreading on the i3 would help everywhere but gaming (which can't use hyperthreading yet).

1 i wouldn't get a cx psu, but 500w is fine.

2.i would try about 1.3v and start from there to get stability
