Hey folks,
the thing here is that, well im level 62, and most of the times i get across
riders lvl 1 or 10, super mutants lvl 10, deathclaws level 22, and such, why they are not
higher levels, is this a bug or the game is like that. im playing in survival difficulty, sometimes

i encounter lvl 50 enemies too, but the low level ones make me worry.

usually in bethesda RPG's the enemies will level with you. tough also usually, most enemies will have a level cap which they can't get past. usually tough, new and more powerfull enemies will appear. just give it a bit more time to see what happens! (what i just said is based on experience from Fallout 3 and Skyrim. i currently am only level 37 in Fallout 4 :( )

I honestly think it's a feature of the game.

 

Kinda sucks that they made it easy mode no matter what difficulty you play on once you get to around level 50. I play on survival as well and I'm like level 64; the enemies are pushovers at this point.

The level system is copied from skyrim's system (of course with some tweaks) and in that system once you reach level 30-40 (depending on skill allocation) you feel like a boss due to you being such a higher level, so I'd say it's a quirk of the system, and it's not going to go away

 

BTW they took quite a few assets from skyrim, (and with it got some of it's flaws) Edit: and imo didn't gain some of it's strengths

They're supposed to lvl up with you to stay challenging usually. But then again the previous 2 FO had a partial lvl cap you couldn't pass (I forget NV but FO3 was 20-sumthin before the DLC updates). FO4 is waaay easier to lvl up with all the new features - I got to lvl 20 just building in Sanctuary- so I guess Bethesda didn't take into account enemies growing with you to level +100 lol

 

But you probably did a decent job spreading perks to. I'm in my 50 and besides the random ghoul/raider encounters I still have some difficulty with enemies in quests (not 'omg i'm gonna dye now' just 'damn how many head shots does it take to KILL YOU')

Im Lvl 63 and i still find Skull Enemys. You must do something wrong.

I play on the highest Difficulty without skilling Health or any kind of protection and only wear light armor. Its Hard enough.

They use this since Morrowind.

But gladly they made it way better this time and i´m no Onehit God with Level 64. I still have to fight with many Enemys.

I find skull enemies, but that doesn't mean they pose a threat to me.

 

I think you're technically doing something wrong if you're not leveling health or protection.

Nope. I dont skill it so the Game stays a challenge.

But don't you get annoyed at not being able to pick a lock or getting heavily irradiated? Yea I hold off on using my perks and stuff until I save up 5+ at one time but still.

? Of course i pick locks. And i have a Suit against radiation. I talked about +Health +Limbprotection ect.
