Performance problems

Hello,can someone help me.My Pc configuration is:

Processor: AMD FX-8350 Black Edition Vishera 8-Core

Motherboard:990FXA-GD65

Memory: ddr3 Kingston hyper x blu 8gb(4gb 2x)

GPU:Asus Geforce GTX 770 4GB

Power supply:Spire 650w

SSD:Intel 520 series 250 GB

HDD:WD 500 gb

When pc is turned on,performance is extremely low.Games run 10-20 fps.(World of tanks,Wicher 3,Starcraft 2......) When pc is restarted everything works fine 40-60 fps for the same games. When i shutdown my pc and start it up problem occurs again.Operating system is win 10 and the same problem occurs in Win 7.With clean install of windows  problem disappears about a weak and then reappears again.

You have a questionable PSU, but i doubt that is the issue.

 

Fresh installs doesn't help?

 

Looks like a hardware issue here, thermal throttling?

 

Check your CPU and GPU temps while in game and inform us if you see any big standouts.

Hi

 

Like i said with fresh install of windows,pc works normal about a week then the problem reappears again.

I have check temps when Pc is turned on and games have low preformance.Temps are around 50 celsius for CPU and GPU.(Playing Starcraft 2 for one hour)With restart preformance is ok,and the temps are the same.No standouts are detected in charts.(im using speedfan for monitoring)
